Though He sends signs from the heavens and the earth below, earthquakes, volcanoes, storms, winds, heat and cold, though He sends a lack of food and water, pestilence, plagues and wars, though there is political oppression and tyranny the majority of the masses will refuse to repent. They will NOT.
